Woodlands Board to Decide Police Services Contract

The Woodlands Township Board is preparing for a pivotal decision on its law enforcement services, as it considers proposals for its next multi-million dollar policing contract. A special meeting is scheduled for **Thursday, August 24, 2023, at 5:00 p.m.**, at the Board Chambers, located at 2801 Technology Forest Blvd., The Woodlands, TX 77381.

At the heart of the discussion is the critical renewal of The Township’s contract for law enforcement, currently held by the Montgomery County Sheriff’s Office (MCSO). This existing agreement, which deploys 77 deputies to serve The Woodlands, is set to expire on December 31, 2023. Last renewed in 2021 for a two-year term, the current contract carries an annual cost of $15.5 million.

The Sheriff’s Office has submitted a new proposal that includes a 10.6% increase, pushing the annual cost to an estimated $17.1 million. This proposed hike presents a significant financial consideration for the Township, as law enforcement expenditures represent the largest single portion of its annual budget.

However, the Board will also weigh an alternative offer from Montgomery County Constable Pct. 3. Chief Ryan Elcock is slated to present their proposal, which outlines services for an annual cost of $15.8 million. This package would include 74 full-time deputies and 4 vehicles dedicated to Township patrols. Constable Pct. 3 is already a familiar presence in The Woodlands, currently responsible for patrolling areas such as Township parks and the bustling Town Center.

The meeting agenda confirms that both Sheriff Rand Henderson and Chief Ryan Elcock will provide presentations outlining their respective “Interlocal Agreement” proposals. These agreements are standard mechanisms for local governmental entities to contract for shared services.

This decision will profoundly impact the public safety landscape and financial planning for The Woodlands for the foreseeable future. With the current contract nearing its end, the Board’s choice will determine who provides primary police presence in the community and at what cost for the next several years.

Residents of The Woodlands are strongly encouraged to attend this important meeting. A public comment period will be allocated, offering an opportunity for community members to voice their opinions and concerns directly to the Board regarding these critical law enforcement proposals. Further details, including the full agenda, can typically be found on The Woodlands Township’s official website in the days leading up to the meeting.
