Precinct 3 Update: Infrastructure, Safety, & Growth

MONTGOMERY COUNTY, TX – Montgomery County Commissioner James Noack recently unveiled a comprehensive update on significant progress and future initiatives for Precinct 3, emphasizing ongoing infrastructure improvements, public safety enhancements, and recreational developments. His address, delivered at The Woodlands Economic Outlook Conference held early February at The Woodlands Resort & Conference Center, provided insights into the precinct’s strategic growth. The conference, an annual event hosted by The Woodlands Area Chamber of Commerce, brings together community leaders and business stakeholders to discuss regional development.

A major focus of Noack’s update was the substantial advancement in road infrastructure across Precinct 3, which encompasses much of South Montgomery County including The Woodlands, Oak Ridge North, and Shenandoah. The first segment of the Gosling Road Widening project, extending from Woodlands Parkway to north of Flintridge, successfully opened to traffic in December 2023. The second segment, continuing from Flintridge to Kuykendahl Road, is now projected for completion by summer 2024. Simultaneously, the critical Rayford Road Widening project is also expected to conclude by summer 2024, providing much-needed congestion relief for commuters in the area.

Looking ahead, the design phase for the Woodlands Parkway/FM 2978 Intersection Project, a vital artery for the region, has been completed. The Texas Department of Transportation (TxDOT) is anticipated to issue bids for this project in late 2024. Other significant roadworks on the horizon include the Spring Creek Greenway Extension and the Research Forest Widening (Kuykendahl to I-45), both of which have completed their design phases and are slated for construction in Q3 2024. Additionally, the Branch Crossing Drive Extension, with engineering complete, is expected to commence construction in early 2025.

Beyond roads, Commissioner Noack highlighted significant expansions in community amenities and public safety. The Spring Creek Greenway, a popular recreational area, has seen an impressive addition of 11 miles of new trails, enhancing outdoor opportunities for residents. Furthermore, a master plan for the Precinct 3 Sportsplex, promising future athletic and community facilities, has been finalized.

Public safety continues to be a top priority, with Noack detailing bolstered efforts across the precinct. This includes an increased Montgomery County Sheriff’s Office presence, the strategic establishment of Fire Station 5 in Harper’s Preserve enhancing emergency response times, and the Precinct 3 Constable’s Office adding patrol officers and dedicated traffic units to address local enforcement needs.

To foster greater transparency and accessibility for residents, Commissioner Noack announced the rollout of a new “Precinct 3 Dashboard.” This online tool is designed to provide clear, accessible insights into the precinct’s budget and expenditures, allowing residents to easily track how taxpayer dollars are being utilized. An additional online portal dedicated to delivering real-time updates on ongoing road projects is also in development, aiming to keep the community informed on construction progress and timelines.

Commissioner Noack reaffirmed his unwavering commitment to proactive planning and responsible growth for Precinct 3. He underscored that these ongoing and future initiatives are crucial to meeting the evolving needs of Montgomery County’s rapidly expanding population and ensuring a high quality of life for all residents.
